Jayapura, May 1, 2025 – In the far eastern edge of Indonesia, the land of Papua holds a long and complex story of identity and national unity. A pivotal chapter in that story is once again being voiced by Steve Mara, a young Papuan leader tirelessly advocating for unity. To him, May 1st is not just a date—it is a historic milestone of Papua’s integration into the Republic of Indonesia.
1945: The Beginning of a National Aspiration
When Indonesia declared its independence on August 17, 1945, an international legal principle called Uti Possidetis Juris became a cornerstone in defining the nation’s territorial sovereignty. This principle affirms that newly independent states inherit the administrative boundaries set by their former colonizers.
Thus, Papua—which at the time was part of the Dutch East Indies—was legally included within the territory of Indonesia. However, history rarely unfolds in a straight line. The Dutch refused to relinquish control over Papua, making the region a lingering point of decolonization conflict.
1949: The Promise at the Round Table
The 1949 Round Table Conference (RTC) offered a glimmer of diplomatic hope. There, the Netherlands pledged to transfer Papua to Indonesia by 1950. But promises were broken. While Indonesia waited for the agreement to be fulfilled, the Dutch retreated from their commitment.
1960: A Shift in Direction
In 1960, the world was startled by Queen Juliana’s speech, in which she declared that Papua would be granted independence. This announcement shocked Indonesia and further complicated the decolonization process. Differing visions escalated tensions and opened a new chapter of diplomatic strain between the two nations.
1962: The New York Agreement—A Path to Resolution
The United States stepped in. Through intense diplomacy, the New York Agreement was signed on August 15, 1962. Under UN supervision, it was agreed that Papua would be handed over to Indonesia via a temporary administrative body known as the United Nations Temporary Executive Authority (UNTEA).
A key date was set: On May 1, 1963, UNTEA officially transferred administrative control of Papua to Indonesia. This day became a powerful symbol—a moment when the world formally recognized Papua as part of the Republic of Indonesia. It was a legitimate, written, and internationally endorsed act.
May 1st: A Symbol of Integration, Not Annexation
Despite this, misleading narratives still circulate. Some claim May 1st was a day of annexation. Steve Mara firmly rejects this: “That is false and misleading. It was a day of integration, not annexation.” To Steve, May 1st marks a diplomatic and sovereign victory—the successful reunification of Papua with its motherland, under one nation, one homeland, one language.
Looking Forward: A Peaceful and Prosperous Papua
Steve Mara doesn’t dwell solely on the past—he also looks forward with hope. He calls on all young Papuans to take an active role in building their future. “We must develop ourselves, strengthen our capacity, and step up to be part of Indonesia’s development,” he urged.
He believes Papua can thrive through education, infrastructure, and youth empowerment. To him, sovereignty is non-negotiable, and unity is the nation’s greatest strength.
