Papua Regional Police Reaffirm Commitment to Maintaining Security in Papua at 2025 Year-End Release

Jayapura – The Papua Regional Police (Polda Papua) released their 2025 year-end report as a form of transparency and public accountability for the implementation of policing duties from January to December 2025, while also outlining various strategic achievements accomplished throughout the year.

Papua Police Chief Inspector General (Irjen Pol.) Patrige Renwarin explained that the year-end release contains a comprehensive evaluation of all priority programs carried out by Polda Papua. The evaluation covers improvements in the professionalism of police human resources, the handling of criminal investigations and prosecutions, modernization of special equipment and infrastructure, maintenance of public security and order (kamtibmas), as well as management support including budget administration, personnel development, operations, and the implementation of police operations. The evaluation also serves as a basis for forecasting and anticipating public security dynamics in 2026.

Organizationally, Polda Papua oversees three provinces—Papua, South Papua, and Papua Highlands—with a total of 21 district police offices (Polres), 101 sector police offices (Polsek), and 43 police sub-sectors. This jurisdiction covers a vast and geographically challenging area with a population of more than three million people.

In terms of personnel strength, Polda Papua was supported by 12,953 personnel in 2025, while the ideal requirement stands at 23,140 personnel. This indicates a shortfall of more than 10,000 officers. Nevertheless, the Police Chief emphasized that these limitations have not diminished the commitment of the Indonesian National Police to continue providing optimal services to the community.

To support the stability of public security and order, Polda Papua received a 2025 State Budget (DIPA) allocation of Rp1.836 trillion, with a realization rate reaching 99.60 percent. The budget was utilized for personnel expenditure, goods and services, and capital spending to support policing duties across the entire jurisdiction of Polda Papua.

In the operational sector, the Samapta Directorate recorded significant performance improvements. Throughout 2025, personnel deployments or strong point activities were conducted 4,484 times. Search and rescue (SAR) operations were carried out 85 times, while the K-9 Unit conducted 262 activities. Public order units (Dalmas) handled 193 protest security operations, alongside increased R2 and R4 patrol activities.

“In the field of community development, Polda Papua optimized the role of 872 Bhabinkamtibmas personnel through preventive approaches. Door-to-door system activities reached 219,744 instances, problem-solving efforts totaled 20,298 cases, along with various other public security education activities within communities,” said the Police Chief on Wednesday (December 31, 2025).

He added that the Public Relations Division of Polda Papua also played an active role in promoting public information transparency. Throughout 2025, the division produced thousands of information materials, including public security advisory billboards, broadcasts on TVRI Papua and RRI Jayapura, print media publications, and more than 5,000 digital publication links. In addition, Cyber Troops conducted 5,587 cyber patrols and handled 2,709 provocative and hoax-related contents.

In the infrastructure sector, Polda Papua completed the construction of the Yon D Pelopor Brimob Standby Barracks as well as 14 official housing units in several regions. These developments aim to improve personnel welfare and strengthen the presence of the police in their areas of assignment.

Regarding internal oversight, Polda Papua received 71 public complaints related to police performance and 63 complaints concerning criminal investigation handling. Furthermore, disciplinary actions were taken against 119 violations of the code of ethics and 240 disciplinary violations as part of the commitment to internal accountability and discipline enforcement.

In the traffic sector, the number of traffic accidents in 2025 was recorded at 1,840 cases, a decrease of 630 cases compared to 2024. There was also a decline in the number of fatalities, serious injuries, and minor injuries, accompanied by a reduction in material losses amounting to more than Rp2.1 billion.

“In terms of law enforcement, Polda Papua handled thousands of criminal cases, both conventional and transnational. Crimes such as motorcycle theft, robbery, aggravated assault, and murder showed an increase, while several other types of crimes experienced a downward trend. In corruption cases, Polda Papua handled 14 cases and successfully recovered state financial losses totaling Rp46.25 billion,” the Police Chief explained.

Furthermore, throughout 2025, Polda Papua conducted 11 police operations, including Operation Damai Cartenz 2025. During the operation, the Law Enforcement Task Force uncovered 39 cases, took firm action against armed criminal groups (KKB) resulting in 15 perpetrators being killed, secured 29 firearms, and confiscated thousands of rounds of ammunition. Overall, KKB carried out 104 violent incidents throughout 2025, resulting in fatalities and injuries among TNI personnel, police officers, and civilians.

The Police Chief emphasized that the handling of KKB is carried out through a humane security approach balanced with welfare-oriented measures, involving local governments and all elements of society. Polda Papua also actively supports the government’s Asta Cita Program, particularly in the areas of food security and the Free Nutritious Meal Program, including the distribution of 1.9 million tons of SPHP rice and the construction of several Nutrition Fulfillment Service Units (SPPG).

Looking ahead to 2026, Polda Papua has mapped out a number of strategic challenges, ranging from the threat of KKB, activities of political criminal groups, to the potential rise in crime driven by socio-economic factors. Strengthening integrated patrols, territorial supervision, and inter-agency synergy will be the main focus moving forward.

Concluding the 2025 Year-End Release, Inspector General Patrige Renwarin conveyed Christmas 2025 and New Year 2026 greetings, along with his appreciation to the people of Papua, the Indonesian National Armed Forces (TNI), local governments, traditional leaders, religious leaders, and all components of the nation for their synergy in maintaining public security and order.

“With unity and trust, let us work together to realize a Papua that is safe, peaceful, dignified, and prosperous,” concluded Papua Police Chief Irjen Pol. Patrige Renwarin.
