Nabire – The Central Papua Provincial Government is optimizing its regional autonomy (Otda) policy to accelerate equitable development and improve the welfare of the people in the region.
Expert Staff II to the Governor of Central Papua, Herman Kayame, stated in Nabire on Monday that regional autonomy is an important instrument for accelerating development, strengthening public services, and improving public welfare.
“Regional autonomy is an instrument for accelerating equitable development, strengthening public services, and improving public welfare,” he said while leading the Regional Autonomy Day commemoration ceremony at the Central Papua Provincial Government.
He explained that the implementation of regional autonomy must encourage regional independence in managing local potential, while remaining in line with national policies through synergy between the central and regional governments.
According to Kayame, one of the main challenges in implementing regional autonomy is the suboptimal integration between central and regional planning and budgeting. Therefore, strengthening it is necessary to make development programs more effective and targeted.
Furthermore, bureaucratic reform needs to be directed towards outcomes that directly impact the community, supported by digitalization and regional innovation.
“The bureaucracy must be results-oriented, not just budget absorption. Innovation and the use of technology are key to improving the quality of public services,” he said.
Herman also emphasized the importance of strengthening regional fiscal independence to reduce dependence on central transfer funds, thus giving regions greater latitude in determining development priorities.
He added that collaboration between regions needs to be strengthened in resolving various strategic issues, such as environmental management, transportation, and cross-regional economic development.
Furthermore, regional governments are urged to focus on providing basic public services, such as education, health, clean water, and social protection, to reduce disparities between regions.
“The benefits of regional autonomy must truly be felt by the community, especially in improving access to basic services and alleviating inequality,” he said.
He also emphasized the importance of strengthening regional stability and resilience in facing challenges such as food security, climate change, and global economic dynamics.
Furthermore, regional apparatuses are urged to prioritize budget efficiency and ensure that each program has a real impact on the community.
The commemoration of the 30th Regional Autonomy Day in 2026 is a momentum for the Central Papua Provincial Government to strengthen its commitment to providing effective, transparent, and welfare-oriented governance.
