Central Papua Governor Establishes Policy for Honorary Staff Placement, with 90 Percent Designated for Indigenous Papuans

NABIRE – Starting in April 2025, the Central Papua Province will implement a policy requiring that 90 percent of honorary or contract staff within local government be sourced from Indigenous Papuans (OAP). This decision is outlined in circular letter number 800.1/346-2/SET, issued by Central Papua Governor Meki Nawipa on March 27, 2025.

In the circular, Governor Nawipa stated that this policy aims to enhance the optimization of non-Civil Service Employee (ASN) management within the Central Papua Provincial Government. A key point of this policy is the percentage allocation for non-ASN staff, mandating that each regional agency adhere to the stipulated ratio of 90 percent OAP and 10 percent non-OAP.

Furthermore, the decree specifies that regional agencies that already have a governor’s decision regarding honorary/non-ASN staff will only be allowed to pay wages until March 2025. After that, they will be required to revise their personnel allocations according to the new regulations.

Meanwhile, regional agencies that have not yet issued a previous governor’s decision must comply with these new rules when formulating future decisions.

Governor Nawipa expressed his hope that this policy will facilitate better management of non-ASN staff and provide broader opportunities for the OAP community to contribute to governance.

“This policy is vital to ensure that the workforce in local government reflects the local demographic composition and offers opportunities for local youth to engage in development,” he stated. The governor also reminded all relevant parties to pay close attention to and comply with these regulations for the sake of collective progress.
