KPU Reveals Papua as the Largest Beneficiary of Budget for Re-voting Implementation

JAKARTA – The Chairman of the General Election Commission (KPU), Mochammad Afifuddin, announced that Papua Province has become the region with the largest budget allocation for the implementation of the Re-voting (PSU). This includes the PSU for the election of the Regent in Boven Digoel Regency, which is part of the South Papua Province.

“Papua Induk is the main focus as the entire area is within one province, with numerous regencies requiring funding. Therefore, it is not surprising that Papua emerges as the area with the highest budgetary needs,” Afifuddin stated during a press conference at his office on Monday (March 3, 2025).

Initially, the budget for conducting the PSU was planned to be covered by the Regional Revenue and Expenditure Budget (APBD). However, the reality on the ground shows that the APBD is unable to meet all the costs required for the execution of the PSU. The KPU is currently considering an option where 70 percent of the total PSU costs could be financed through the State Revenue and Expenditure Budget (APBN). Nonetheless, Afifuddin emphasized that the plan to absorb APBN funds is still under review.

He also added that regions not conducting the PSU might reallocate their remaining budget to support the implementation of the repeat Regional Head Elections (Pilkada).

According to KPU records, based on the decision of the Constitutional Court (MK), there are 14 regions required to hold PSU, with various deadlines for implementation. Here is a list of the 14 regions that will conduct PSU at all Voting Places (TPS):
